Functions and deployment time

The first level of this plan, the medical emergencies in the vicinity include the permanence médicale 24/24h, gestures and operations, first aid, monitoring of the patient, the biological examinations and the base sanitary transfer simple.

The emergency medico-hospital basic (CHP) relate to the actions of resuscitation and resuscitation, transfusion, hospitalization, and surgical intervention (surgical), while the functions of the emergency medical-hospital complete (CHR/CHU) are the resuscitation hospital versatile, the transfer health specialist (SMUR), the regulation of medical calls, and the training continues in the emergency room, and intensive care.

The second stage (in June 2013) will be adopted at the Eastern and Souss-Massa-Draâ, whereas the regions in Tangier-Tetouan, morocco, Laayoune-Boujdour-Sakia El Hamra, Guelmim-Smara, Oued Eddahab Lagouira, Chaouia-Ourdigha and Doukkala-Abda will benefit in the third place of this device, in October 2013. The sanitary transfer specialist (SMUR) will be, too, in a progressive way : Fes, Rabat, Casablanca, Marrakesh and Oujda in march 2013, Laayoune, Agadir, Meknes and Kenitra in October 2013 and Settat, Safi, Beni Mellal, Al Hoceima, Tangier and Tetouan in June 2014. The 4 Heli-rescue units that will be acquired in the framework of this plan will be deployed in 2013 in Marrakech, 2014 in Oujda and Laayoune, and in 2015 in Tangier.

The implementation of the national Plan of a medical emergency requires a budget of 500 million dirhams divided between the acquisition of ambulances (244 million DH), 4 Heli-SMUR (66 million DH), equipment of the 11 Centres of regulation (30 million DH), the upgrade of the UMP and SAU (120 million DH) and the training (40 million DH).
