An offer of care in public and private that lack of quality. And finally, the information system and health management (SIGS), and the monitoring and evaluation of the universal coverage remains very limited, marked by a loss of information, a heaviness of the input data compounded by under-utilisation of the data.<\/p><p>This is what emerges from the workshop on medical coverage, recently organized by the National Observatory of Human Development, in partnership with the World Bank.The National Observatory of Human Development, in partnership with the World Bank, was organized on September 25, 2014 in Rabat, a workshop on the assessment of the medical coverage in Morocco.<\/p><p>The goal is to develop a new assessment tool for medical coverage in Morocco based on the reference instruments existing at the national level, namely the household survey in Morocco led by the ONDH with the aim of identifying the needs of the households in health care.This workshop falls within the framework of the implementation of a partnership program between the Observatory and the World Bank concerning the assessment of the benefits of the services rendered by the social areas in Morocco: the health care and education.<\/p><p>Indeed, significant advances have been made in recent years in Morocco in the field of medical coverage, including the compulsory health insurance (AMO) and the medical assistance regime (RAMED). The implementation of an assessment tool will enable the development of indicators to monitor and evaluate the impact of these instruments on the poor er vulnerable and comparisons at the international level.<\/p><p>However, Morocco is obliged to comply with the Objectives of the Millennium Development goals, which set a ceiling to which it must adhere. While great efforts have been made, but, despite the investment and the various international programs, but unfortunately this is not enough. In other words, Morocco is called on to redefine the objectives of the post-2015 target date for the MDGS. Knowing that for 2030, the new Targets of the Millennium Development goals target priority and, among other equitable access to medical coverage. The BM is a common project with the ONDH for the improvement of the services allocated to the population in terms of health and education.<\/p><p>Significant efforts in the field of investment and human development in Morocco. Several national and international partners, accompanying and support Morocco in the pane, education and health indicators of development and a source of controversy in Morocco. But for the World Bank as a strategic partner of Morocco, which has doubled its budget in this regard and a part of these efforts in support of the Health sector, technical assistance, workshops, funding to improve access to health in rural areas, the expected results would be far from being achieved and there is a disparity in quality of services between rural and urban areas and a persistence of the problems at the level of good governance. And as long as the results do not follow the efforts, it would inevitably think about using other tools of operation to overcome the shortcomings and failures of the system of medical coverage .<\/p><p>The investigation of the ONDH on regional disparities is a suitable tool for more insight and discernment in the field of medical coverage : progress and challenges, carried out between 2002-2014, has shown much progress, especially with the adoption of the framework law 65-00 on the CM database. Coverage which, as of 2007, has reached the employees and pensioners of the public and the private sector (AMO), and then from 2008 to the launch of the experimentation of the RAMED and its generalization in 2012.<\/p><p>In 2014, there was creation of the inter-ministerial committee to advance the medical coverage.<\/p><p>If the current system has allowed open access to public hospitals by the RAMED, the expenses are limited : 50% of the population is not covered. In addition, the benefits are disparate and the reimbursement rate does not take into account actual costs while the insurance pay for it on the actual shipping costs. For what is the CNOPS and the social security administration, there are malfunctions. For the AMO, the refund will be made regardless of the ceiling. For private insurance, there are constraints, the ceiling is annual. For what is ambulatory care, there are differences between CNOPS and CNSS.
